Previously designated and performed duties as Information Systems Security Manager (ISSM) for U.S. Nuclear Regulatory Commission and Cloud Services Operation (CSO) department, responsible for overssight of security for three Navy data centers.  Also, designated as Information Systems Security Engineer (ISSE) for SECNAV Research, Development, and Acquisition Information System (RDAIS), implementing the first Risk Management Framework (RMF) Authorization to Operate for SECNAV.

Review Government cloud, and system cybersecurity implementation, document, assess cybersecurity implementation, and provide a recommendation concerning risk and authority to operate.  Utilize eMASS, eMASSTer, STIG Viewer, and MCCAST to document/evaluate system risk. 

Information Assurance Security Architect and Engineer (IASAE) for Fleet Network Operations Center (NOC). 

Advised USMC development and IA teams during implementation of DEVSECOPS process, including implementation of Static/Dynamic software testing (Fortify/Webinspect), Dependency Testing (OWASP Dependency Checker), and Software Structure Testing (Sonarqube).  Mentor and advise ISSE and ISSO on both Navy and USMC authorization efforts.  Coordinate with external system owners concerning RMF process and solutions. 

Cyber Defense Forensics Analyst using Autopsy, Forensics Tool Kit (FTK), Axiom, and Wireshark.  Performed 

Government Secure System Team Leader at U.S. Nuclear Regulatory Commission (U.S. NRC) responsible for leadership and oversight of all agency classified telecommunications systems including four geographically diverse offices, including agency’s NSA Communications Security (COMSEC) program.  Participated in Key Management Infrastructure (KMI) design effort, and provided oversight for relocation of a Secret Facility & relocation of one SCIF.  Appointed as agency ISSM for classified systems.  Managed $3M annual budget, three contract vehicles, and 15 technical projects.  Team consisted of 10 government personnel and 10 contract employees.

Founded and managed engineering services company, with Top Secret facility clearance. 

Provided contract support to U.S. Nuclear Regulatory Commission and its three Regional Offices for their National Security Information (NSI) systems including system design, integration, and system administration for all Secret and Top Secret  systems.  Included access control configuration, system upgrades, Windows Software Update Server (WSUS)/Yellowdog Update Manager (YUM) patching, and maintenance of IT, Video Conferencing, & Secure Voice systems, along with NSA approved Type 1 encryption devices. 

For U.S. Navy:

Designed, installed and integrated a High Frequency (HF) and Ultra High Frequency (UHF) Satellite Communications (SATCOM), including encryption and remote control in a classified facility.  Developed and presented briefings to project managers, along with daily project updates to operations staff and provided weekly written status reports. 

Designed and coordinated prototype Global Management and Control System demonstration for naval shore communications system. 

Developed a system design, prototyped in laboratory and led a small multi-vendor installation & integration team for installation of HF communications system remote control for shore and fleet units globally.  Developed and presented briefings to onsite senior managers, along with daily project updates to operations staff and provided status reports to Project Manager. 

Designed and coordinated prototype Global Management and Control System demonstration for naval shore communications system.  

On Navy Active Duty served on four warships for 12 years (USS Decatur, USS Bowen, USS Carl Vinson, and USS Sterett) and three shore stations for 10 years (Electronic Warfare School, NCTAMS WestPac, and Naval Computer and Telecommunications Command). 

Provided leadership and oversight to organizations of up to 300 personnel.  Managed annual maintenance budgets of up to $2.25M. 

Force Electronics Material Officer providing maintenance policy to 27 shore communications stations worldwide.  Received Meritorious Service Medal for global implementation of module repair program saving over $1M annually in repair costs.  Served in the Viet Nam Conflict.
